Roseburg has been a dwelling place since time beyond memory, a village of native peoples residing in the pleasant groves on the eastern shore of the South Umpqua River when the first white men visited the region. The location was an idyllic one, with abundant fuel, native fruit, pure water and a pleasing climate.
History Soon after Minneapolis was born on the Mississippi's west bank, the city's flour milling industry skyrocketed. Powered by the mighty river and fed by boxcars of grain rolling in from the plains, the industry gave Minneapolis bragging rights as the "Flour Milling Capital of the World."
The Edward Hines Lumber Company became the major force in the lumber industry and economy of Harney County in June 1928, buying the 67,400-acre Bear Valley Timber Sale on the Malheur National Forest. The new Hines mill was completed on January 27, 1930, with an investment of $7 million dollars, just before the Great Depression. A town named "Hines" was born.
The name for the mill operation was later changed to the C.D. Johnson Lumber Company, and in 1924, it employed 800 people. Rail lines wound up and down the coast, to Siletz and up the Gorge. By the early-to mid-1900s, Toledo had become the industrial hub of Lincoln County, a title it carried for years.

They dug a millrace (later named the Keno Canal) on the west bank to power the mill and transport logs from Upper Klamath Lake.
A stamp mill consists of a set of heavy steel (iron-shod wood in some cases) stamps, loosely held vertically in a frame, in which the stamps can slide up and down. They are lifted by cams on a horizontal rotating shaft.As the cam moves from under the stamp, the stamp falls onto the ore below, crushing the rock, and the lifting process is repeated at the next pass of the cam.
